Jessica
Jessica, a 34-year-old homeless individual, faced numerous challenges throughout her life, including interactions with housing, mental health, and social services. She had a history of rough sleeping in Suffolk and was accommodated in emergency housing. Jessica was found deceased in November 2024. Despite multiple interactions with mental health services, she was often referred back to her GP without secondary care. Jessica disclosed extensive trauma, including childhood abuse and unwanted sexual advances. She had two A&E admissions in 2024 related to alcohol intake, self-harm, and aggressive behaviour, but no safeguarding referrals were made. Jessica was involved in seventeen police investigations in 2024 and was on police bail at the time of her death. Her case highlights missed opportunities for safeguarding and continuous support. The review aims to explore the impacts of a pending negative homelessness decision and draw learning from her situation.
