Self-Neglect & Hoarding
The Care Act Guidance states that self-neglect covers a wide range of behaviour; neglecting to care for one’s personal hygiene, health or surroundings and includes behaviour such as hoarding.
Self-neglect involves physical, mental, social, personal and environmental factors negatively affecting a person's well-being.
Hoarding is considered a mental disorder and distinct from the act of collecting as, it's not a lifestyle choice.

The Suffolk Ice Breaker has been developed with co‑production at its heart. It is designed to support individuals, families, and professionals to gently identify potential or emerging risks in a way that feels accessible and non‑intrusive, particularly for those who may not yet feel ready to engage with services.
The Ice Breaker helps highlight key areas of concern, encourages open reflection, and supports conversations about what might help next. Importantly, it allows risks to be recognised and explored without the immediate need for professional intervention, helping people feel more in control and supported at their own pace.
By offering a shared, practical tool, the Ice Breaker aims to promote early understanding, reassurance, and collaborative problem‑solving, while signposting potential next steps when and if the individual feels ready
